THE Commonwealth Ports Authority board of directors on Friday approved a job description with “pretty extensive” qualifications for a new executive director.

The board also agreed to announce a vacancy from Aug. 7 to Sept. 7, 2023 in the entire Micronesian region in light of CPA Executive Director Christopher Tenorio's resignation, which will take effect on Oct. 6, 2023. He has been working for CPA for over 28 years now, and assumed the executive director’s post in 2016.

CPA Board Chairwoman Kimberlyn King-Hinds said the duties of the new executive director were “extensively listed to capture all the requirements and the expectations of the board” as well as the minimum requirements that they expect from the new hire.

At a minimum, an applicant must be a degree holder with a minimum 10-year experience in executive management and a clear indication of leadership experience.

Board member Ramon A. Tebuteb said an applicant must also have “a certain degree of expertise in dealing with international matters,” and an ability to collaborate and cooperate with local, federal and regional governments.

These qualifications, CPA legal counsel Robert T. Torres noted, already fall under the major responsibilities of the executive director.

The board also adopted an evaluation plan which includes the creation of an eight-member search committee comprising the CPA board chair for personnel, another board member, the chair or designee of the Airport Operation Committee, the chair or designee of the Port Operator Users Committee, the chair or the designee of the Marianas Visitors Authority board, the chair or designee of the Society of Human Resource Management, the chair of designee of the Saipan Chamber of Commerce and the chair or designee of the Hotel Association of the NMI.

King-Hinds said they have “agreed to make this process as apolitical as possible, and engage many stakeholders in this process.”

The search committee will review the applications and recommend the top three candidates. The CPA board will then interview and rank them.
